Mokena school board hires ex-board chief

The Mokena School District 159 Board on Wednesday hired former board President John Troy as the district’s business manager.

Board members Scott Peters and Kathy Moore voted against the hire. Patrick Markham, Mike Ford, Joe Spalla, Mark Franceschini and Jeff Regan voted for it. Peters and Moore said they are concerned about Troy’s lack of experience.

“In my opinion, there really wasn’t any candidate with school business manager experience,” Peters said.

He said only two of the 15 applicants were interviewed.

While “not taking anything away from Mr. Troy,” Peters said he thought the district needed an experienced business manager since Steve Stein is in his first full year as superintendent.

“I think we deserve somebody who has all their certifications and experience,” Peters said.

Troy said he expects to have certification as a chief school business officer from Northern Illinois University in the spring.

Troy was elected to the school board in 2009, and was elected board president in 2011 and re-elected in 2012.

After the July resignation of Kirt Hendrick as business manager, Troy resigned his board position and applied for the vacancy.

Troy has a one-year contract.

“We’re not committed past one year,” Ford said. “I endorse the hiring of Mr. Troy. I think he’s going to do a fine job.”

Troy said he plans “to work every day to earn the confidences” of the district. He said he will not continue his law practice.

Troy’s salary of $68,000 is $22,000 less than the salary budgeted for 2013 and a savings of about $14,000 over the former business manager’s salary.
